WHY must we become impersonal?What’s the point in penalizing someone you have not personally seen violating a traffic rule?
Those are but two of the many questions begging for answers in the government’s long-bashed NCAP regulation.
NCAP stands for No Contact Apprehension Policy.It allows our Local Government Units (LGUs) in some major areas in the country to slap devastating penalties on owners of a vehicle caught on camera disobeying traffic rules, such as parking on no parking zones, unauthorized loading and unloading passengers on identified areas, and disregarding traffic lights, among others.
Severe punishments include exorbitant fines amounting to thousands and the LTO’s cancellation of a driver’s license and refusal to renew registration of your vehicle.
These consequences will hinge mainly on an LGU-installed camera monitoring vehicles on the road, whether mobile or not.
Since when is a camera allowed to do the job of a human being?
Why in heaven’s name do we allow a camera to judge us?
The camera can actually be allowed to penalize a driver by just taking a shot at the vehicle’s plate number of the vehicle he is driving.
The most crooked part of it is, it is always the vehicle owner that gets pinned down by violations—even when he’s not behind the wheel when the camera caught the car supposedly going wayward.
This means simply that if you lend your car and the one driving it has committed a traffic offense based on a camera “report,” it will always be you who takes the rap.
Isn’t that as crazy as Trump insisting Biden had stolen the last US presidential election?
Many car buffs and even road courtesy advocates have long been up in arms protesting the NCAP—to no avail, sadly.
Ironically, even the Land Transportation Office wants the NCAP scrapped and subject it to further review.
It’s about time this regrettable LGU blot got zapped.
It is not only retrogressive, it is also anti-progress as it penalizes poor folk already burdened by financial difficulties in these trying times.
