THE Commission on Elections is considering withholding part of its payment to its service provider, F2 Logistics, for possibly misplacing election materials used in Manila in the 2022 polls.
Comelec Commission George M. Garcia said this is one of their options pending the ongoing investigation into the case of some F2 Logistics teams that transported election boxes used in Jose Rizal Elementary School in Tondo, Manila, to Amadeo Cavite.
“We can withhold payment until we are fully satisfied with what happened or at the same time we can always prosecute,” Garcia said in a press conference last Monday.
However, he was quick to add that they could only hold a portion of the payment of the P535,999,998 contract for F2 Logistics.
“It might be unfair to withhold payment for [services], which they already rendered,” Garcia said.
The poll official explained the payment will be based on the “milestones” already achieved by F2 Logistics in fulfillment of its contract.
Comelec Administrative Services Department (ASD) Director Thaddeus P. Hernan said so far they have only processed two of the five milestones of the F2 Logistics contract.
They also have yet to release performance security and retention money for F2 logistics.
Comelec has asked F2 Logistics to formally explain why its personnel, who were supposed to only transport the used vote counting machines (VCM) to their warehouse in Sta. Rosa, Laguna, wrongfully brought the election paraphernalia to Cavite.
The election boxes, which contained used election returns and forms, and other materials, were supposed to be stored by election boards.
Garcia said they want to know why the materials were retrieved by the F2 Logistics and then dumped in Cavite.
“One of the big questions is, why was it abandoned there? Why was it left in Amadeo, when they were supposed to bring it to Sta. Rosa. This means they brought the machines (VCM) there on its way to Sta Rosa from Manila,” Garcia said.
“That is why it is important we pinpoint the chain of custody,” he added.
Chairman Romando Artes of the Metropolitan Manila Development Authority (MMDA) said on Monday that some of Metro Manila mayors are still seeking for additional data inputs regarding the new number coding scheme that the agency has proposed.
Artes also said that some mayors were asking to “defer” the implementation of the proposal.
However, once implemented, other members of the Metro Manila Council (MMC), Artes said, wants a review of the new traffic scheme “every three months.” The MMC, composed of the 17 Metro Manila mayors, is the governing and policy-making body of the MMDA.
Artes said that the MMDA has already presented to the MMC the proposed scheme. There is still no scheduled MMC meeting this week.
“At the meantime, we will implement the current number coding scheme being implemented in the afternoon,” Artes said, referring to the MMDA’s Modified Unified Volume Vehicular Reduction Program (UVVRP) or number coding scheme from 5 pm to 8 pm.
Earlier, Artes presented the first option of the new number coding scheme, which seeks a 50-percent volume reduction for vehicles with license plates ending in even numbers will be banned on major roads on Tuesdays and Fridays, while plates ending with odd numbers are banned on Mondays and Thursdays.
The other option aims for a 40-percent reduction plan wherein vehicles will be barred in the metropolis two days a week with a varied schedule based on their license plate.
Artes said that both options would only be implemented during rush hours from 7 a.m. to 10 a.m. and evening from 5 p.m. to 8 p.m.
The proposed scheme is one of the solutions that the MMDA is looking into as the agency expects more schools to resume face-to-face classes in June.
The other proposal is to move government offices from 8 a.m. to 5 p.m. to 7a.m. to 4p.m.
The proposals stemmed from the MMDA’s observation that before the May 9 elections, the volume count of vehicles traversing Edsa was around 400,000.
“If there will be face-to-face classes, the number of vehicles will reach the pre-pandemic level,” Artes said in Filipino
The MMDA reported that before the pandemic, around 405,882 vehicles were plying Edsa.
