THE Quezon City Council has recently authorized the issuance of a Special Use Permit (SUP) to ES Transport Terminal Inc. for the operation of its bus terminal, garage station and motor pool.
Introduced by Raquel S. Malangen, City Resolution 7177-2017 requires an issuance of an SUP authorization to transport terminals as expressed in Ordinance SP-918, S-2000, which also contains the implementing rules and regulations of the SUP.
The operation of the ES Transport Terminal Inc. and garage will be located along Edsa, Barangay E. Rodriguez, Cubao, Quezon City.
The ES Transport Terminal, after having complied with the requirements, faces no objections for the operation of the new terminal.
In August nine bus terminals in Quezon City along Edsa were closed for committing violations, such as failure to obtain sanitary and fire-safety permits, and the refusal to follow the “nose-in, nose-out” policy for parking and exiting buses.
ES Transport Inc. was one of the erring bus terminals with several violations, namely, non-compliance of fire-safety inspection clearance, locational clearance, clearance from the Environmental Protection and Waste Management Department, sanitary permit, and nose-in, nose-out policy.
The Metropolitan Manila Development Authority said nose-in, nose -out means buses should go in and out of the terminal with their front end first. They are also not allowed to back up and disturb the traffic flow. Consequently, they will be forced to make a turnaround within the terminal itself if they want to enter it again.
This policy also bans private cars and public-utility vehicles from loading and unloading in front of bus terminals. Likewise, loading and unloading of passengers and cargo in front of provincial bus terminals are strictly forbidden.
