Malacañang on Friday said the Department Social Welfare and Development (DSWD) may need to get additional beneficiaries for the second tranche of its Social Amelioration Program (SAP) so the cash aid to can be given to all 18 million beneficiaries as mandated by the Bayanihan To Heal As One Act.
Presidential spokesperson Harry Roque issued the statement on Friday after DSWD announced it will only provide cash aid to 14.1 million families for the second tranche of its SAP instead of the original target.
DSWD made the decision after the local government units (LGU) submitted only 3.2 of the supposed 5 million “wait-listed beneficiaries, who should have qualified for the second round of SAP.
Other factors, which contributed to the fewer beneficiaries in the second tranche were those who were found to have “duplicates” (675,933); ineligible (239,859); those who voluntarily returned the cash aid (58,725).
DSWD was able to provide cash aid worth P99.7 billion to 17.6 million beneficiaries during the first tranche of their SAP distribution.
Roque, however, noted that DSWD is legally “bound” by Republic Act 11469 or the Bayanihan to Heal as One Act to provide cash aid to 18 million poor families twice.
“They (DSWD) are bound to comply with the law to give aid, the second [tranche] of the assistance to 18 million beneficiaries,” Roque said.
He said it will be DSWD that will announce if it will get additional beneficiaries for the second tranche of its SAP.
