IN compliance with Republic Act (RA) 3846, an Act Providing for the Regulation of Public and Radio Communications in the Philippines, communicators of the Cebu City government underwent a Restricted Land Mobile (RLM) seminar with the National Telecommunications Commission (NTC).
At least 70 communicators from the city’s Quick Response Team (QRT), Emergency Medical Services (EMS), Command Control Center (C3) and Cebu City Medical Center (CCMC) attended the seminar held on May 9 at the Senior Citizens’ Training Center in South Road Properties.
Felipe A. Gumalo Jr., NTC lecturer, said the activity sought to comply with the law stipulated in RA 3846 and in accordance with NTC Memorandum Circular (MC) 07-08-85 dated July 16, 1985, and MC 10-12-95 dated December 29, 1995, as a prerequisite for the issuance of Restricted Radiotelephone Operator Certificate for Land Mobile Station.
Gumalo said the seminar was required before the radio operators and communicators would be issued a certificate from NTC to allow them to operate a mobile radio and handled in land mobile services. He said the certificate from NTC will expire in three years, but could be renewed without undergoing the same seminar. He said the radio communication device of those who do not have the certificate will be confiscated and they would be penalized in accordance with the existing laws.
“NTC is regulating the use of radio communications and we are conducting a seminar as required by law. We inform the communicators and operators of our protocols, especially on the law itself, like the right time to interact with a proper communication flow,” Gumalo said.
