The annual income of Valenzuela City has been continuously increasing every year. From that income, the administration of Mayor Rexlon T. Gatchalian has been extending multimillion peso assistance to the Philippine National Police (PNP) unit assigned to the city.
From the total income of P3.9 billion the local government unit (LGU) got in 2017, the BusinessMirror discovered that more than P46.3 million was given to the PNP unit in Valenzuela City.
In a document obtained by the BusinessMirror, the city government gave P46,324,714.79 to the PNP. The document was certified by Pia Febes P. Aquino, acting city budget officer.
The financial assistance does not include the police patrol vehicles, K9 dogs, guns and ammunitions, among others, that has a total of more than P66 million the Gatchalian administration has donated to the local PNP unit this year.
The 2017 document, titled “Philippine National Police General Fund: Current Appropriation—January 1, 2017 to December 31,2017,” includes the “Other Professional Services—PNP Chief” worth P48,000.
This means the chief of police of Valenzuela City is receiving P4,000 monthly allowance from the local government.
Besides this, all PNP personnel in Valenzuela City also received P17,338,000 for the same period. The monthly allowance depends on the rank.
The BusinessMirror reported earlier this year that City Treasurer Adelia E. Soriano disclosed that the target total revenue of the Gatchalian administration is P4.2 billion.
The total police financial assistance for this year would be P84,020,340, the 2018 document obtained by the BusinessMirror that was also signed by Aquino said. This means an increase of almost P38-million financial assistance to the police this year.
The 2018 document showed no increase on the monthly allowance of the local police chief. But the police personnel will receive an increase of P2.7 million on their allowance from more than P17.3 million.
In a text message, Lauro Zyan F. Caiña, head of the city government’s Public Information Office, said the fund allotted to the police, including the P48,000 to the chief of police of Valenzuela City, was “an allowance” extended by the LGU.
The same document showed that the city government also gave P600,000 “financial assistance to the NPD [Northern Police District],” under which command the Valenzuela City police station belongs. Even the police retirees were given “financial assistance” worth P254,000.
