ONE of the suspects in the fatal hazing of Horacio Castillo III, a University of Santo Tomas (UST) law freshman, has already left the country.
Based on the records provided by the Bureau of Immigration (BI), Ralph Caballes Trangia took Eva Air Flight BR262 bound for Taipei on Tuesday, a day before Justice Secretary Vitaliano Aguirre II issued an Immigration Lookout Bulletin Order (Ilbo) against 16 individuals, including Trangia, who are considered “persons-of- interests” in Castillo’s death allegedly during hazing of Aegis Juris fraternity.
With regard to the 15 other suspects, the BI said they “appear to still be in the country or do not have enough information on their identity to ascertain if they are the same person as the one appearing” in its records.
The Manila Police District (MPD) earlier identified Trangia, Antonio Trangia, and John Paul Solano as suspects in the crime.
Solano, the person who brought Castillo to the hospital, was considered the “principal suspect” after the MPD discovered he gave “false statements” to the police.
Trangia is being linked to Castillo’s death after the red Mitsubishi Strada with license plate ZTV 539 that was used to bring the victim to the Chinese General Hospital was discovered registered to his father Antonio Trangia, an alleged official of the fraternity based in the University of Santo Tomas Faculty of Civil Law.
The Senate is set to conduct its inquiry on Castillo’s death on September 25 for the purpose of amending or repealing the 22-year-old anti-hazing law.
Other individuals covered by the Ilbo are Arvin R. Balag, Mhin Wei Chan, Marc Anthony Ventura, Axel Mundo Hipe, Oliver John Audrey Onofre, Joshua Joriel Macabali, Jason Adolfo Robiños, Ranie Rafael Santiago, Danielle Hans Mattew Rodrigo, Carl Mattew Villanueva, Aeron Salientes, Marcelino Bagtang, Zimon Padro, Jose Miguel Salamat and John Paul Solano.
Aguirre said there is a strong possibility the individuals may attempt to leave the country considering the gravity of the offense; thus, there is a need to place them under the Bureau of Immigration.
An Ilbo is different from a court-issued hold-departure order since the former only directs the BI to be on the lookout for the subject and to verify the status of a case against the subject person and not to restrict an individual from leaving the country.
But a person subject to the Ilbo should seek an allow-departure order from the justice chief to be allowed to leave.
Aguirre earlier directed the NBI to conduct its own probe and case buildup on the death of Castillo.

Nako, hidden agenda na naman na ibalik ang SUMITOMO para maka corrupt ulit. Panay balita ng negative news sa current maintenance provider para macancel at maibalik ang mga totoong may kasalanan kung bakit nagkaganyan ang MRT3.
Puro sisi sa maintenance provider kahit Design Flaws ang problema para hindi sila maback fire dahil sa mga kapalpakan nila. Ikaw Usec. Chavez ang dapat iterminate dahil sunod sunudan ka lang ni Sobrepeñas na siya talagang may kasalanan kung bakit ganyan ang MRT at sa dating maintenance na Sumitomo.
Ano bang problema nito ni Chavez at napakalaki laki ng problema niya sa current maintenance provider ng MRT3 at gumagawa pa ng mga imbentong paninira para lang mapaalis ang BURI. Ang pinaka problema talaga ay ang design flaws sa MRT na nagcaucause ng mga glitch sa tren. Ang dapat gawin ni Chavez ay tanungin nya yung AMO niyang si SOBREPENA, na sobrang tinipid yung budget sa paggawa ng MRT3.
Itong si Usec. Chavez obvious na obvious na sa mga kanyang kinikilos, kahit mali mali ang kanyang info ay ok lang sa kanya. Dahil binayaran ba sya? Para po sa mga owners pakitignan niyo itong pic na ito na nagpapatunay na walang kwenta ang Sumitomo na gustong gusto ninyong ibalik. Ikumpara niyo sa BURI. Palibhasa po kasi eh hindi kayo nasasakay sa MRT kaya hindi ninyo nararamdaman yung improvements na nagawa ng BURI. Iniisip niyo lang palagi ay yung perang makukurakot niyo.

Wala naman palang kwenta yang Sumitomo tapos gustong gusto niyong maibalik? Para sa pangako bang kick back? O ayaw niyong malaman ng tao mga kalokohang ginawa niyo sa MRT3, tulad ng poor planning at design flaws. Mga walang h1ya kayo! Ginagawa niyo kaming t@ng@.
Tignan niyo yung performance ng manlolokong SUMITOMO. Nakakahiya para sa may “track record” daw. Tapos yung current maintenance ngayon BURI. Anlayo ng agwat ng performance nila kesa dyan sa ipinagmamalaki nilang SUMITOMO.
Please do us a favor and don’t let Sumitomo handle the MRT3 again! They are the worst maintenance ever! I’d rather keep BURI as they are performing well and I can see the changes.
May hidden agenda yang si Chavez na ibalik ang Sumitomo bilang maintenance provider ng MRT para malaki ulit makurakot niya sa MRT3 dahil sa over price ng singit ng Sumitomo sa MRT. Halatang pilit sinisiraan ni Chavez ang BURI. Puro naman kapalpakan ang alam ng Sumitomo.
