THE Department of Transportation-Land Transportation Office (DOTr-LTO) have signed a memorandum of agreement (MOA) with the Bureau of the Treasury (BTr) and the Land Bank of the Philippines (LBP) that expands the use of LBP’s online payment facility for LTO transactions in all its regional offices nationwide.
During the MOA Signing, LTO Assistant Secretary Edgar C. Galvante said, “With this MOA signing, LTO clients all over the country will soon be able to transact business and/or pay their monetary obligations with the LTO using any of the Web-based payment options being offered by LBP.”
“The online payment system eliminates several steps in the payment process. This and the lack of human intervention make payments faster, easier, more convenient and less prone to error. More important, the system decreases the opportunity for corruption,” the LTO Chief added.
Assistant Secretary Galvante explained that, “Initially, the online payment portal will cater to new registration transactions, expanding the service of LBP to cover not only the NCR [National Capital Region] but all LTO regional offices. Later on, the facility will cater to all LTO transactions.” For his part, Transportation Secretary Arthur P. Tugade said that this initiative is in line with the Duterte administration’s thrust to streamline business processes
in government.
“President Duterte’s directive was very clear—corruption must be stopped, and business processes must be streamlined so that we can provide comfort and convenience to the public. I am happy that LTO, the Bureau of Treasury and LandBank are with us in making that happen,” Tugade said.
“Gen. Galvante and the LTO are quiet workers but they deliver good results. We have resolved the problem with licenses; we have started distributing the plates. And now, all LTO transactions in all regions will now become online. This is a good development,” Tugade added.
It may be recalled that the LTO-NCR launched in June the use of LBP’s e-Payment Portal (ePP). LTO-NCR clients are now able to pay for new registration transactions using this facility. This was made possible through a MOA between the three agencies which was signed last December 1, 2017.
Galvante said the LTO-NCR has been gathering positive feedback from clients with regard to the ePP.
The success of the use of the LBP E-Payment Portal at the LTO-NCR has made the LTO more determined to pursue and expand online-based payment transactions.
