THE Philippine National Police-Anti Kidnapping Group (PNP-AKG) has filed criminal charges for kidnapping for ransom, murder and arson against 11 individuals before the Department of Justice (DOJ) for their alleged involvement in the disappearance of a chief executive officer (CEO) of a pharmaceutical company in Bonifacio Global City, Taguig last July.
The complaint was filed on behalf of the family of 50-year-old Eduardo Tolosa, owner of Iraseth Pharma Inc. and was reported missing on July 21, 2022 by his nephew Carl Allan Tolosa.
The PNP-AKG is seeking the conduct of preliminary investigations against the suspects in Tolosa’s disappearance, namely, Carlo Cadampog, Ceasar Cadampog, Davind Gundran, John Benedict Dumalanta, Melvin Leonor Andes, Lechor Andres, Victor Ragodon Ferrer, Adrian Joseph Mendez, Richmeld Ignilan, a certain Tomtom and one unidentified male person.
The authorities submitted sworn statements of officers and employees of Iraseth Pharma and personal driver of Tolosa and other documents to prove the participation of the suspects in the crime as well as the photographs of the place where Tolosa’s body was burned and dumped in Santo Tomas, Batangas.
Investigation disclosed that prior to his disappearance, Tolosa left his house on board a Toyota White Land Cruiser to meet someone in Tagaytay, Cavite City on July 19, 2022.
In the afternoon of the same day, Iraseth Pharma’s vice president for finance Delia Taboniag told investigators that she received a call from her boss, instructing her to prepare his cash money amounting to $102,700, Euro 2,800, SGD Singapore $186, a Rolex watch and a Hublot watch from his vault to be delivered to him by their company carrier at the Bonifacio Global City in Taguig City.
However, after Tolosa received his personal belongings, his cell phone can no longer be contacted.
In the CCTV footage of C5-South Luzon Expressway, the PNP-AKG said Tolosa’s vehicle was seen being driven by an unidentified male person who alighted at the RFID boot.
Another CCTV footage was retrieved at a Shell gasoline station where the businessman and his unidentified driver alighted and parked in front of Pancake restaurant.
After a couple of minutes, they left and took the southbound direction.
Meanwhile, the RFID Customer Care at Doña Soledad Avenue, Better Living Subdivision in Parañaque City provided video footages of the Toyota Land Cruiser on several occasions at southbound and northbound accompanied by a Mitsubishi Mirage passing through three times in their RFID tollgates on July 19.
Police investigators were able to identify Caesar Cadampog as the applicant for the RFID of a Mistubishi Mirage through the cellphone number he registered.
On August 8, 2022, Dumalanta and Gundran voluntarily surrendered to PNP-AKG and expressed their willingness to divulge information, their participation, and even personalities involved in the ransom and killing of Tolosa.
Andres also turned himself over to the police and executed an affidavit detailing the circumstances surrounding Tolosa’s killing and the personalities involved.
“Their sworn statements revealed the circumstance surrounding kidnapping for ransom and killing of victim Eduardo Tolosa, the names of their cohorts, the mastermind, and the place where they dumped and burned the body,” the PNP-AKG said.
The PNP-AKG said the Tolosa’s Toyota Land Cruiser was burned by the suspects in San Luis, Pampanga.
The complaint was referred to the DOJ-Anti-Kidnapping Group chaired by Senior Deputy State Prosecutor Richard Anthony Fadullon.
