Duterte signs laws creating new legislative districts in Bulacan, Caloocan ahead of 2022 polls

President Rodrigo Duterte signed two laws granting new legislative districts in the province of Bulacan and the city of Caloocan ahead of the 2022 polls.

On Wednesday, Duterte signed Republic Act (RA) 11545 reapportioning the first legislative district of the city of Caloocan into two legislative districts. 

The first district of the city will now composed of the following barangays: 1, 2, 3, 4, 77, 78, 79, 80, 81, 82, 83, 84, 85, 132, 133, 134, 135, 136, 137, 138, 139, 140, 141, 142, 143, 144, 145, 146, 147, 148, 149, 150, 151, 152, 153, 154, 155, 156, 157, 158, 159, 160, 161, 162, 163, 164, 165, 166 ,167, 168, 169, 170, 171, 172, 173, 174, 175 and 177. 

The third district of Caloocan City will now cover barangays 178, 179, 180, 181, 182, 183, 184, 185, 186, 187 and 188. 

The Commission on Elections (Comelec) was tasked to issue the implementing rules and regulation (IRR) for RA 11546 within 30 days upon its effectivity. 

The new law will take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation. 

New Bulacan districts 

Duterte also signed RA 11546 reapportioning the province of Bulacan into six legislative districts.

The first legislative district will now include Calumpit, Hagonoy, Paombong, Pulilan, Bulakan, and the City of Malolos, while the second district include Baliuag, Bustos, and Plaridel. 

The third district will be comprised San Idelfonso, San Miguel, San Rafael, and Doña Remedios Trinidad. 

The fourth district will be made of Obando, Marilao, and City of Meycauayan, while fifth district includes Guiguinto, Balagtas, Pandi, and Bocaue. 

The sixth district will be Sta. Maria, Norzagaray and Angat. 

RA 11546 allows the incumbent representatives of the province of Bulacan to first complete their term of office before the new legislative districts could be implemented.  

Comelec will come out with IRR for the implementation of the said new law, which will take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.

Both RA 11545 and RA 11546 are expected to be already implemented during the 2022 National and Local elections.
