Job order workers in government get 20% salary increase

The Civil Service Commission (CSC) said job order (JO) workers in government will now get premium pay, as per Joint Circular (JC) No. 2, series of 2020 of the Department of Budget and Management (DBM) and the Commission on Audit (COA).

Under the circular, JOs will be paid “up to 20 percent of their wage/salary subject to the availability of funds.”

It can be paid monthly, in lump sum or in tranches (i.e mid-year and year-end payments) as stated in their contract with the agency, which hired them.

The budget for the premium pay will be taken from the agency’s Maintenance and Other Operating Expenses (MOOE) funds.

Another highlight of the JC 2, Lizada said, is that it extended the period for constitutional bodies, national government agencies, government owned or controlled corporations, as well as state universities and colleges to employ JOs and contract of service workers (COS) through individual contracts. 

“It should have ended 2020, but it was extended up to 2022,” CSC Commissioner Aileen Lizada said. 

After 2022, engagement of COS/JOs worker should go through “institutional contract” with contractors or service providers.

As of May 2019, the CSC said there were 669,347 JOs/COs employed in the government.

    1. Subject to availability of funds daw kasi. Basta JO ang pinaguusapan wala silang pake😒 pero pag bonus naman ang pinagusapan ang bilis nilang gumawa ng voucher bwisit🙄

  1. This is a great relief to the JOCOS in the national government agencies (despite the many delays in its implementation). The government still fails to see that the Local Government Code continues to give LGUs the autonomy to allow the proliferation of JOCOS recruitment in their localities. Circulars issued governing JOCOS in NGAs still do not cover JOCOS in LGUs. Why though? The government keeps on pushing for the implementation of minimum wage in the country, and yet LGUs are the number one violators (lowest JO rate in my province is 150 a day!). JOCOS recruitment in LGUs has become a source of extensive political agendas; JOCOS used in campaigns, used as “payment” for political allies, payment of “utang na loob” to political leaders, and so many other filthy practices that the national government STILL FAILS TO SEE. Duterte said that corruption in the government is deeply rooted in the system and he’s having a hard time cleaning it up. Go down to the LGUs, you haven’t seen ROOTED dear Mr. President.

  2. Ang alam ko lang sa pagiging J.O .. !3 month pay does not exist. Bonuses..? nakadepende sa nakakataas kung bibigyan kaming mga J,O ., No work no pay.. Ultimo overtime minsan naging Thank you nalang. much better sa Private sectors mag apply ng work kasi lahat ng benefits meron.. pero pag J.O ka lng sa LGU, ansakit.. ansakit pakinggan yong ka workmate mo na casual or regular nag uusap patungkol sa kanilang Bonuses, 13month pay benefits and other benefits kanilang matatangap… 🙂 , saldife,, but life must go on.. hintayin ko nalang na mag end ang contract ko and hindi na ako mag renew kung J.O lang kahahantungan ko..
    P.S. yong mga workmate ko rin na J,O for 2-7 years . J,O pa rin ’till now.,. kawawa 🙁

  4. Ang job order ay pang short duration “pang pakyaw” pero me 2 years na mag ibang workmates mas matagal pa. Trabaho ng
    regular at jo ay paryas din. Pero sana exempted naman sa benefits. Aywan ko, cguro kaya maraming kurakot o nanamantala sa kaban ng bayan dahil naranasan nila ang unfairness ng sistema ng pamahalaan. It is true mas fAithful ang mga nagtratrabaho sa private institutions sapagkat mas makatao ang treatment makaluma o baguhan na emplayado. Sana may mga researcher na pagtuunan nito para mapaganda ang systems. Pls don’t be get offended, isa lang akong mababa na pinoy.

  5. The ultimate scam, least priority ang Job Orders and COS sa pondo dito sa DPWH district office sa region 1 na napasukan ko. Imbes na yung pondo na nakalaan for premium e igagastos ito para sa mga contractors, pag nakinabang ang contractors e syempre magbibigay rin sila sa mga opisyal. Wala naman kami karapatan ilaban ang premium na yan dahil pag linaban mo e di ka na irerenew.

  7. Amo po 3 months na hindi sumasahod. Bago lang po ako na j.o. aa dpwh, nagstart ako noong oct 2020 pero hanggang ngayon magpapasko na lang e hindi pa ako nakakasahod. Mag 3 months na.

  8. Yan ang mahirap pag JO…sa inyo ang trabaho pero pagdating sa mga christmas incentives hindi na kayo naalala. Sad state but very very true. Sana magpasa ng batas na ang JO or COs mabigyan ng Christmas incentive maski 5k lang kada taon. Its a way of also acknowledging the fact that they too have worked soooo hard for this country despite their employment status. I hope that there is one lawmaker who can think about it.

  9. Same! depende padin sa budget..kapag JO laging walang fund..pero kapag incentives nang mga casual and permanent ang bilis.haay..kahit bonus wala.sadlife..

JO at Regular pareho lang trabaho, mas marami pa nga trabaho ng JO kasi sa kanila review na lang at accomplishment na nila pero sahod walang budget pang training milyon milyon ang nakalaan, saan kaya aabot ang 374 per day na sahod, tulad ngayon nagsitaasan na lahat ng bilihin pero sahod walang pag asa tumaas

How can you say job order if you are working for 3 yrs? under rated salary (250)/day, no 13 mo. no sss. no medical isurance no nothing to think that they are working under goverment istitution. i hope Deped should give consideration to these employees. they should alot a salary worth which is atleast on a minimum rate. hidi makatao ang 250 kada isang araw ,

  12. I have a question.. applicable ba sa JO’s ang new rate ng salary grades? Nasa salary grade 12 kasi contract ko tas ngayun 2021, 26k na ang SG12 pero nasa 22k parin narerecieve ko which is pang 2019 pa. Saan po tayo pwde mag sumbong 😁

  14. Bkit dito sa Sta.. Magdalena Sorsogon ang salary rate ng mga J. O,’s iba iba? Wala sa minimum wage rate? Sana naman ipaliwanag man lang nila?
