Utilization rate of Notice of Cash Allocation as of end-August reached 92 percent, or P1.802 trillion, out of P1.961 trillion in NCAs released for the period, data from the Department of Budget and Management showed. NCAs refer to the disbursement authority issued by the DBM to cover the cash requirements of the operations, programs and projects of government agencies.
The utilization rate from January to August this year is also higher compared to the 86 percent, or 1.811 trillion worth of NCAs, used out of P2.116 trillion in NCAs released to the national government agencies for the same period last year.
While the utilization rate as of end-August this year is higher than last year’s, the total NCAs used as of August this year were lower by P9.510 billion.
A higher NCA utilization rate shows the capacity of line agencies to timely disburse their allocated funds and implement their programs and projects.
Moreover, line departments also achieved a utilization rate of 89 percent. This is equivalent to P1.303 trillion of the P1.457 trillion in NCAs released for them for January to August this year.
Meanwhile, the NCA utilization rate for Budgetary Support to government-owned and -controlled corporations (GOCCs) also reached 95 percent, while the allotment to local government units (LGUs) were virtually fully utilized at 100 percent.
For Budgetary Support to GOCCs, a total of P98.79 billion worth of NCAs were used out of P103.94 billion. As for allotment to LGUs, P399.95 billion worth of NCAs were used out of P400.25 billion released.
As of end-August, unused NCAs amounted to P159.37 billion.
