The National Telecommunications Commission (NTC) has issued the implementing rules and regulations (IRR) for the mobile number portability (MNP) law, or Republic Act 11202, which allows subscribers to transfer from one service provider to another without changing their mobile numbers.
Under the rules, which will take effect on July 9, subscribers have to request from a provider a nine-digit unique subscriber code, which shall be then submitted to another provider.
The original carrier will have a day to verify the request and the whole transfer should be completed within two days, if approved. Subscribers who are qualified for MNP are those without outstanding financial obligation to the provider, and those that have no lock-in contracts with a carrier.
Others who are qualified are those who have no pending request for transfer of assignment of the mobile number and those that are not blacklisted by a carrier due to fraudulent activities.
Aside from a change of mobile carrier, subscribers may opt to transfer in between postpaid and prepaid modes of payment for services. They may request for the transfer, which has to be completed within 24 hours, subject to existing policies. No fees and charges shall be collected from the applicants for MNP.
Furthermore, no interconnection fee or charge shall be
imposed by any mobile service provider for domestic calls and text made by a
subscriber.
The MNP Law was approved into law on February 8.

To whom we can report if the telco is not accepting portman requesting starting july 9? I gues they need to abide the law which stated that it should be implemented july 9.
I think NTC should put a strict rules about this, kasi kahit mga provider di pa sumusunod.
I came to globe store at binondo and ask/request upon them if could change my postpaid number to prepaid number. However, they replied no you can’t. I them why? And just say that the MNP is not already launched in our system. And i asked them again. Even if it is already passed as a law and has IRR? They just shaking their heads. My goodness. That telco should be penalized for not following the said law.
Since prepaid data promos is way much higher than postpaid data, I called smart customer service today to have my postpaid plan closed and have my mobile number changed to prepaid. As per customer service rep they still don’t have capability to do so and just keeps on saying that portability is still on process. Since I want to retain my number I got no choice but to continue with postpaid plan and wait until smart complies with the law. Ouch!
