THE Government Service Insurance System (GSIS) has issued a memorandum circular (MC) discontinuing the requirement for remittance agencies (RA) to submit printed copies of remittance lists, as it further streamlines its processes in accordance with the Ease of Doing Business law, or Republic Act (RA) 11032.
Under MC 008-2019, the GSIS said all RAs are no longer required to submit printed copies of their remittance lists starting July this year, in line with the adoption of its electronic billing and collection system (eBCS) facility.
“RAs shall be compelled to fully adopt and utilize the functions of the eBCS, thus enhancing timely reconciliation of members’ records and allowing for the timely and accurate posting of members’ premium and loan payments to the GSIS database,” the MC said.
The eBCS will now allow the RAs to download their respective billing files, as well as upload their remittance files electronically to the GSIS database, eliminating the need for paper documents.
The MC was signed by GSIS Executive Vice President Gracita Gilda V. Bocanegra on May 21, 2019.
The discontinuance of the submission of printed files is also expected to address storage issues for physical documents by freeing up space in records rooms and work desks, as GSIS shifts to an electronic and paperless work environment.
It is also seen to provide cost efficiencies to both the GSIS and RAs as it lessens the use of physical and manpower resources, enabling both to save more funds. The reduction of documentary submissions provides the ease of doing business with the GSIS.
The MC was addressed to heads of constitutional bodies, bureaus and agencies of the national government; local government units; government-owned and -controlled corporations; state universities and colleges; and all other concerned agencies.
The GSIS eBCS is a web-based application that enables RAs to download and upload their respective electronic billing and remittance files, where it will be assessed for errors.
