Starting January 1, 2019, contract of service (COS) and job order (JO) workers shall be paid a salary equivalent to the daily wage of comparable positions in the government and a premium of up to 20 percent of the wage.
This was announced today, Monday, by Department of Budget and Management (DBM).
“The premium payment may be paid monthly, in lump sum or in tranches, as may be stated in the agreement or contract with the agency. The payment for services shall be charged against the Maintenance and Other Operating Expenses of the agency’s approved budget,” the DBM said.
Under Joint Circular 1 s. 2017, COS refers to the engagement of the services of an individual, private firm, other government agency, non-governmental agency as consultant, learning service provider or technical expert to undertake special job within a specific period.
Furthermore, JO pertains to intermittent or emergency jobs. These jobs are of short duration and for a specific piece of work.
Labor and Employment Secretary Silvestre H. Bello III also said on Monday that the recently approved P25 increase in the daily minimum wage for workers within the National Capital Region (NCR) is being eyed to be implemented on November 22 this year.
The DBM with the Civil Service Commission (CSC) and the Commission on Audit (COA) has also amended Joint Circular 1 s. 2017, allowing agencies to contract the services of new COS and JO workers and renew existing contracts of COS and JO workers until December 31, 2020.
“This transitory period is to ensure that delivery of public services will not be impaired,” the DBM said.
Furthermore, existing qualified COS and JO workers shall be considered for appointment to the vacant positions of government agencies subject to existing civil service laws, rules, and regulations and CSC-approved merit selection plans.
Since the issuance of Joint Circular 1 s. 2017, the CSC, COA, and DBM have received numerous requests and queries regarding its implementation.
The three oversight agencies are said to be working on the revision of the rules and regulations of the joint circular.

I’ve been with the agency since February, 2019. My past employment for the previous four (4) years prior to working with the government was witha a construction management company dealing with complex highrise buildings and sm malls. I accepted the offer when I was recuited to enter the governement because I believe I can be of help with the knowledege and skills I’ve learned in constuction managment- evaluation of bids, cost and accomplishment evaluation monitoring, project timelines and secheduling and most importantly workers welfare.
From what I experienced since entering the DPWH, working for a private company is far better. On time payment of salary and incentives, to include paid benfits-sss,philhealth,pag-ibig. Unlike here in the DPWH with morethan a month of no salary plus no payment of sss, philhealth since employment was a ‘contract of service’ basis.
NO wonder why able and skilled engineers prefer working for private companies locallly and abroad.
May mga Job order position sa government offices na mga pasok ng mga boss kaya kung mga umasta daig pa mga regular. Tapos ang sahod pa nila ay mga Officer II or III rates SG 13 pataas… daig pa mga nakapasa sa civil service. Pakicheck niyo naman yan lalo na sa DOLE!!!
Yeah, di bale na lang. I applied fror a Job Order position recently. The pay was good, SG 15. Pero lokohan yung work. Halos work na ng 3 na empleyado, 3 shifts a day ang i monitor, eh di nakatutok ka sa work ng 24/7 kahit wala ka dun physically, tapos monday to sunday. At dahil JO lang, no overtime, no government benefits, no GSIS, nothing. Tinaas ang sahod pero sinira naman ang work life balance para mabawi nila yung binayad sau. No thanks.
there’s some other government agency na nagtaas nga ng sahod sa job order, sabihin nating Php500.00 per day nga pero 3x a week lang yung duty, subrang lugi parin kami:(

nagbigay kau ng 30k at 60 k election bunos sa ,mga tao sa PICC.. ilang linggo lng sila dun,
yung mga pagod at puyat at overtime na para sa bayan walng bayad.. sa warehouse Sta. rosa laguna nung nag peprepare para sa ggmitin sa election., impierno sa init.. NI piso wala kau naibigay.. yung biahe nio sa ibang bansa teambuilding nio drawing..

hello, isa din po akong contractual ngayon dito work ko sa isang government agency, ok naman po ang salary grade ko, at di din naman late ang sahod, depende din po siguro sa pagpaprocessed at requirements na kinakailangan kaya nahuhuli ang sahod.
Palagi na lang late ang sahod sa Gobyerno, nagkaka abutan na ng cut off ano ba yan, lubog ka na sa utang bago mo matangap 😡

Sa amin din, Year end Evaluation halos isang linggo kaya ayun halos isang buwan tengga ang sahod. Tsaka yung benepisyo wala pa rin. Nakaka lungkot lang isipin na mismo sa gobyerno may ganitong nangyayari. Sana pag tuonan ng pansin ng na sa itaas. Maliit na nga sahod sobrang delay pa. ano ipa delay lang din namin pagkain ng pamilya

Matatapos na ang taon, pero as J.O. sa National Goverment wala parin akong nakukuhang 13 Month. No SSS or GSIS, No benefits at ang matinde every Month ang signing ng Contract. Dami ko na ngang contract. As an I.T. sayang daming pang pwede improve sa agency namin kaya lang hirap makakuha ng support para sa mga project na pwedeng makakabuti sa Agency.
Magkano po ba provincial rate ng J.O.? kasi samin sobrang liit talaga 😅 kami naman ang mas maraming ginagawa yong mga boss taga pirma lang nakakalowka! Dapat di sila ang tinataasan ng sahod! 😜

Sana maging permanent na kaming mga part times,mas sobra pa ang work namin sa mga permanent facultiea pero ang baba ng sahod..same qualification naman kmi ng permanent faculties.
I would like to express my thoughts as what I have seen to the situation of my fathers work under DPWH as a laborer. My father doesn’t complain anything about his work eventhough his working under the heat of the sun or sometimes, under the rain. He works for DPWH for more than 10 years of his life without receiving any bonus from it. And I didn’t hear from him that he’s giving up his work because of it. I just wanna speak for my father and also for his co-workers to treat and give them benefits that they deserve. They are doing their job well, eventhough I looked at my father who’s very tired coming home from work, I can’t imagine how did he lasts for so long in that job and still trying to be contented. For me, even if they will not be given any benefits from work but I just wanna let them feel the feeling of receiving Christmas bonus. This is not only for my father, this is for the entire laborers under the same management. I hope someone’s seeing and reading this. It’s the only thing I can do for them for Christmas. 🙏
