Parañaque City has started implementing its own contactless traffic-apprehension system similar to those in first-world countries, such as Singapore, Hong Kong, Australia and the United States.
Paranaque City Mayor Edwin Olivares said their system uses the latest high-repetition cameras that immediately detect traffic violations committed by motorists and even pedestrians. This is the country’s first digital, unmanned and contactless traffic-apprehension system. The system aims to smoothen traffic flow by managing traffic violations committed by motorists.
He said motorists using Sucat Road are expected to be extra careful not to violate traffic rules as the city government begins strict traffic enforcement to improve and decongest vehicle flows. Olivares also reminded motorists using Sucat Road of the existence of the system, which now regulates traffic flow at the corner of Sucat and Kabihasnan roads near Manila’s busiest airports, residential and commercial centers.
Radar technology developed in the United States now provides the Parañaque traffic division with more efficient enforcement of intersection red light offenses across up to six lanes of approaching or receding traffic with positive vehicle and lane identification.
The system also detects average speeds when entering and leaving the enforcement section. Olivares said high-speed cameras with full high-definition technology are able to snap plate license, and data from the vehicle are sent to a central processing hub, which is linked with the database of the Land Transportation Office, the Pilippine National Police traffic division and even with the Land Transportation Franchising and Regulatory Board. Traffic citations are sent to the registered address of violators. Offenders who fail to pay their violations risk problems in renewing their vehicle registrations.
“ We aim to use this technology for our motorists to constantly be reminded of following traffic rules, while they use our roads here in Parañaque. Based on research, improved traffic proceeds from road discipline. When motorists are aware that such a highly sophisticated system is now managing traffic in all areas of the city, they will be extra vigilant in following safety and traffic rules,” Olivares said.
Metropolitan Manila Development Authority (MMDA) Chairman Danny Lim was impressed by the system. If adopted in Metro Manila, it would drastically reduce the number of traffic violations committed by motorists using major and minor roads of the metro. “We share Mayor Olivares’ optimism that such a system could assist the city in regulating traffic flows. Traffic discipline is one of the key factors in lessening traffic congestion.”
