DUE to its novel way of public service, the city of Muntinlupa was honored again for its scholarship initiative by the Development Academy of the Philippines (DAP).
The Muntinlupa Scholarship Program (MSP) was showcased as the “Most Comprehensive, Inclusive, Innovative and Efficient Scholarship Program” in the country in the Asian Productivity Organization Center of Excellence on Public Sector Productivity (COE-PSP) under the Innovation Laboratory pillar.
DAP cited the efficiency of MSP’s operations with its information dissemination and application mechanisms via web portal and short messaging service.
Also, it recognized the integration of Muntinlupa Care Card Program for database management and point-of-sale terminals for allowance disbursement to scholars—the first of its kind in the country.
What’s more, the Academy lauded the MSP for being compliant to ISO-9001:2008 quality management system policies. This is indicative of the local government’s initiative to always keep abreast with the increasing demands and new challenges in public service.
At present, the MSP caters to around 50,000 scholars from elementary up to college, technology-vocational or tech-voc and graduate studies.
Mayor Jaime R. Fresnedi expressed elation over this accolade, which serves as a proof of their high-quality public service in Muntinlupa.
He hopes that the local scholarship program will serve as a template for other local government units to emulate.
The local chief executive believes that investing in the residents’ education sows a long-term effect for the development of the city.
Prior to this citation, DAP previously acknowledged the locality’s best practice in streamlining business permits registration through the Single Window Transaction–Muntinlupa Business One-Stop Shop (SWiT-MBOSS).
Initiated by the Muntinlupa Business Permits and Licensing Office, the SWiT-MBOSS is an unconventional single-interface business-registration process done in just three simple steps with only one staff doing the transaction from the beginning up to the end.
With this system, processing of applications with complete set of requirements can be finished in up to 15 minutes only.
The COE-PSP is a compendium of the country’s innovations and best practices to promote the advancement of public-sector productivity in Asia and the Pacific region.
