Muntinlupa’s quick biz-listing process featured as standard for public-sector productivity

ALWAYS in the forefront of innovation, Muntinlupa once again has been recognized for its efficiency in delivering public service—this time by the Development Academy of the Philippines (DAP) for the city’s best practice worth emulating here and abroad.

The Single Window Transaction–Muntinlupa Business One Stop Shop (SWiT-MBOSS) is one of the programs featured in the Compendium of Innovation and Productivity Initiatives of the DAP’s Center of Excellence on Public Sector Productivity under the Innovation Leadership and Service Quality categories.

The DAP is the focal organization and implementing institution of the Center of Excellence on Public Sector Productivity under the Asian Productivity Organization (APO) aimed at promoting innovation and productivity in public-sector organizations across the Asia- Pacific region.

Implemented by Muntinlupa Business Permits and Licensing Office, the SWiT-MBOSS is a novel single-interface business-registration process done in just three simple steps with one and the same staff from the beginning up to the end of the transaction.

With it, total processing time of transactions is merely around 15 minutes for applications with a complete set of requirements.

This record-breaking procedure remains the subject of many benchmarking activities, both domestic and global.

Prior to the DAP’s citation, the SWiT-MBOSS also qualified as a runner-up in the Fourth International Best Practice Competition by the APO. Muntinlupa City shared runner-up standing with Texas Instruments (Philippines) and City of El Paso, Texas (USA).

The local government tied with the competition’s champions Al Jazeera International Catering Llc. and Dubai Corp. for Ambulance Services, both based in the United Arab Emirates.

What’s more, Muntinlupa was lauded recently as Rank 3 on Government Efficiency pillar (Highly Urbanized Cities category) at the fifth Regional Competitiveness Summit, succeeding Quezon City (No. 2) and Manila (No. 1).

Mayor Jaime Fresnedi extended his gratitude to the DAP and APO for such honors bestowed upon Muntinlupa’s innovation.

He said the citation will continue to inspire the city government under his leadership to better its services.
