ANGELES CITY—Despite the conclusion of the Asia-Pacific Economic Cooperation (Apec) Leaders’ Summit last month, the improvement of the Clark-Friendship Circumferential Road (CFCR) here has remained unfinished, to the consternation of motorists and the general public.
The CFCR, which is about 7 kilometers and stretches from the Friendship Gate of the Clark Freeport Zone here, which bisects the Korean Town in Barangay Amsic up to Paning’s in Barangay Telabastagan, City of San Fernando, is a project of the (DPWH) for the Apec conference.
But in a text message on Tuesday, DPWH Central Luzon Director Antonio Molano Jr. said the project has been suspended owing to right-of-way (ROW) problems.
Molano, however, remained tightlipped when asked to name those who refused to give the ROW needed for the project.
The Pinoy Gumising Ka Movement (PGKM) said the DPWH and its contractor for the project should explain the delay in the completion of the project.
PGKM Chairman Ruperto Cruz said some of the trees lining the road were already cut a long time ago to give way to the road widening and improvement, but the construction stopped.
Cruz noted that portions of the road, especially the portion bisecting the Korean Town, which has been left unfinished, have become a bane to pedestrians and motorists alike.
Public Works Secretary Rogelio L. Singson has earlier barred several contractors from participating in any new bidding, until they finish on time their projects for the Apec conference.
Reports said Singson had instructed Molano to suspend the erring contractors to give them a lesson.
A similar Apec-related project, the Pandan-Magalang Road, has also remained unfinished.
Angeles City Mayor Edgardo Pamintuan said he is being blamed for the unfinished projects, when it is the DPWH and its contractors who are at fault.

Hindi na sana nangyari ang milyong mamamayan na naglakad dahil sa pagsasara ng CAVITEX at ROXAS Blvd nung kasagsagan at arrival ng APEC VIPs, kung sana natapos sa tamang panahon ang EXPRESSWAY..
