Insurance Commissioner Emmanuel F. Dooc was named as honorary insurance commissioner of the State of Louisiana for his achievements as chief insurance regulator in the Philippines and his contributions in cultivating the cooperation between the United States and the Philippines in the area of insurance.

The honorary title was conferred upon Dooc by Insurance Commissioner James Donelan of the Louisiana Department of Insurance, on behalf of the State of Louisiana, which is one of the 13 states in the US which elect their insurance commissioners.

Dooc is currently on training in the US regarding the current trends in the insurance industry, and has shared the Philippines’s experiences there, particularly on its success in the area of microinsurance.

In a meeting with the Greater New Orleans Inc., a non-governmental organization promoting investments and economic development, Dooc explained how to use microinsurance to protect the poor against natural disasters, such as Hurricane Katrina, which hit the city of New Orleans in Louisiana in 2005.

Aside from being named as honorary insurance commissioner, Dooc was also admitted to the 2015 International Fellows Program of the National Association of Insurance Commissioners (NAIC), which is the national association of all insurance commissioners in the US.

“It is a great privilege to be invited to the 11th NAIC International Fellows Program. There is no doubt that the program offers the highest level of training designed for insurance regulators around the world.  It is also a platform to exchange ideas and information about each country’s practices and programs from which both the participants and hosts may draw best practices and concrete models on how to effectively regulate the insurance industry in their respective jurisdictions,” Dooc said in a statement.
