WELLINGTON—New Zealand airlines will begin charging passengers for checking in bags from September to recover rising fuel costs, the Dominion Post newspaper reported.

Pacific Blue, a unit of Virgin Blue Holdings Ltd., will introduce an NZ$8 ($6) charge for bags collectively weighing up to 23 kilograms (51 pounds) carried in the hold, the newspaper said, citing spokesman Phil Boeyen. A carry-on bag will be free and items such as prams, baby seats and wheelchairs are exempt.

Passengers must pay the charge when they book online. It rises to NZ$20 if paid at the airport, the newspaper said. The airline plans to offer some cheaper fares to offset the baggage charges.

Air New Zealand Ltd., the nation’s largest carrier, will allow passengers to check in one bag weighing up to 25 kilograms free and will charge as much as NZ$20 for subsequent bags, the Dominion said, citing the head of short-haul airlines, Bruce Parton.
