    TWO alleged members of a kidnap-for-ransom group whose victims are mostly Indians were arrested by members of the National Police Highway Patrol Group (HPG) in Cavite.

    Wilbert Repal Ong, 24, of Block 12, Lot 1, Manga Street, barangay De la Paz; and John Dumdumaya, 31, of Block 43, Lot 6, Phase 3A, barangay San Isidro, both in Antipolo City, were nabbed by HPG agents on Tuesday in barangay Salinas, Bacoor, Cavite.

    Both were presented to the media in Camp Crame on Thursday by the HPG commander, Chief Supt. Perfecto Palad.

    Chief Insp. Allan Macapagal of the HPG-Southern Tagalog unit said he and other highway-patrol agents flagged down the vehicle that was driven by the suspects after verifying that its plate number, PGX-748, was issued to a Toyota Cressida.

    When they inspected the vehicle, a Mitsubishi Adventure, owned by Dumdumaya, the highway-patrol policemen saw two firearms, a 9 mm pistol and a caliber .38 revolver, prompting them to arrest the two.

    When further investigated, Ong broke down and admitted that they were members of a kidnapping group that has been preying on Indians and they were in Cavite, waiting for another victim.

    Palad said the group, “Sibuyas Gang,” abducted Indian Balwinder Kumar on June 14 outside his house in Tanay, Rizal.

    The victim was released after his family gave the group P1.7 million.

    Kumar, who was present during the presentation, positively identified Ong and Dumdumaya as among those who snatched him.

    He said the suspects dragged him into Dumdumaya’s Adventure van, hogtied, blindfolded, and took him to an undisclosed location.

    Palad said the antikidnapping Police Anticrime Emergency Response (Pacer) group, which is also based in Camp Crame, reported that the Sibuyas Gang was also behind the kidnapping of two other Indians.

    Pacer is set to lodge kidnapping charges against Ong and Dumdumaya.

    Palad said the Sibuyas Gang has two Indian informers. He said the Indians are the ones who identify targets for the group.

    Charges of illegal possession of firearms, illegal transfer of license plate, and possession of fake driver’s license have been filed against the two with the Cavite court.
