    Soldiers to be instructed on
    rules under new antiterrorism law

    THE Armed Forces is going to conduct a massive information campaign to educate its men about the role that they will play once the Human Security Act or antiterror law is implemented.

    Lt. Col. Bartolome Bacarro, Armed Forces spokesman, said that the information drive will be taken to ensure that soldiers know their limitations in carrying out the provisions of the law.

    Bacarro said that the Armed Forces is waiting for the law’s implementing rules before initiating the education campaign.

    “We are waiting for the implementing guidelines that will be issued. This will ensure that the soldiers wouldn’t be violating the provisions of the law, particularly on arrests,” he said.

    Bacarro said that the soldiers will be instructed on the various provisions of the Human Security Act.

    While the implementation or carrying out of the various provisions of the law solely rests with the Department of Justice and the National Police, the military will help in operations such as in arrests. 

    “The Armed Forces can form part or can be a member of the team that would carry out arrests,” Bacarro said.

    Bacarro said that the military can also serve as the custodian of arrested suspected terrorists.
