LEGISLATOR is pushing for the creation of a National
Gaming Commission (NGC) which will centralize all
government regulations and supervision over gambling and
gaming to maximize earnings for the government.

Danilo Suarez of Quezon said that under House Bill 4192,
the commission shall regulate the operation of casinos
presently handled by the Philippine Amusement and Gaming
Corp., the lotto and sweepstakes being run by the
Philippine Charity Sweepstakes Office (PCSO), and
horseracing events being operated by the Philippine
Racing Commission, as well as cockfighting and other
existing numbers games.
Suarez, chairman of the House Committee
on Oversight, said by allowing the government to assume
the role of a regulatory body on gambling and gaming,
more taxes and fees will be collected by the national
government.
“We can ensure maximization of earnings
from casinos, lotto and sweepstakes operations,
small-time lottery, cockfighting and horseracing games
and other numbers games if we centralize all government
regulations and supervision over gaming and gambling in
the country,” Suarez said.
At present, Suarez said the government
is unstructured and scattered when it comes to
regulating gambling and gaming, and disallows
maximization of revenues from numbers games.
The measure stipulates that the NGC
shall be composed of one commissioner, as its head, and
four deputy commissioners.
Each deputy commissioner shall be made
to take charge of the casinos, lottery operations,
cockfighting and horseracing.
The Philippine Sports Commission draws
much of its funds from the Pagcor, the PCSO and the
horseracing industry. |
