A BILL
seeking to grant retiring government personnel with an
automatic one-step promotion has been filed in the House
of Representatives.
House
Bill 3610, filed by Kabalikat ng Malayang Pilipino (Kampi)
Rep. Ignacio Arroyo of Negros Occidental, seeks to grant
all government retirees a mandatory one-step promotion
to the next level of the item they hold, inclusive of
the entitlements (salary and benefits) that come with
the higher position.
If
passed into law, all bonafide government retirees shall
be covered by this automatic one-step promotion so that
no employee is deprived of the benefits to which he may
be entitled to under existing laws and regulations.
Elective
officials and appointive officials or employees who wish
to be separated from the service, or whose term or
tenures expire, shall also be covered under the bill.
Arroyo
said the proposed measure is consistent with the mandate
of the Constitution “that the State shall promote a
just and dynamic order that will ensure the prosperity
and independence of the nation and free the people from
poverty through policies that provide adequate social
services, promote full employment, a rising standard of
living and an improved quality of life for all.”
Arroyo,
chairman of the House Committee on Natural Resources,
said the proposal was designed to uplift the morale of
government workers and give them these additional
monetary benefits when they retire so they may be able
to more comfortably enjoy their later years.
He
lamented that government workers have been taken for
granted considering their low salaries and poor benefits
despite their significant contribution to public
service.
“It has
been observed that government employees tend to start a
difficult life after retirement because of the
inadequacy of financial benefits given to them to start
a comfortable new life,” Arroyo said. |
